BASSETERRE, ST. KITTS, NOVEMBER 16TH 2006 (CUOPM) The
Inter-American agenda such as the promotion of democracy and human
rights, developmental cooperation, security and the promotion of the
peaceful settlements of disputes are expected to be among issues
addressed ny St. Kitts and Nevis Prime Minister Hon. Dr. Denzil L.
Douglas when he addresses a Protocollary Session of the Permanent
Council of the Organisation of American States (OAS) in Washington,
D.C on Friday.
Prime Minister Douglas has been invited by the Secretary General of
the OAS, His Excellency José Miguel Insulza, to address the
Permanent Representatives of the 35-member Western Hemispheric
organisation.
The St. Kitts and Nevis leader is also expected to provide an
insight into his governments position other national, regional and
international issues in areas such as foreign policy, education,
health and information technology.
The Permanent Council of the Organisation reports directly to the
General Assembly and has the powers assigned to it by the Charter
and the other inter-American instruments and the functions entrusted
to it by the General Assembly and the Meeting of Consultation of
Ministers of Foreign Affairs.
~~Adz:Right~~The Permanent Council keeps vigilance over the maintenance of
friendly relations among the member states and, for that purpose,
effectively assists them in the peaceful settlement of their
disputes and carries out those decisions of the General Assembly or
of the Meeting of Consultation of Ministers of Foreign Affairs the
implementation of which has not been assigned to any other body.
It also watches over the observance of the standards governing the
operation of the General Secretariat and, when the General Assembly
is not in session, adopts provisions of a regulatory nature that
enable the General Secretariat to carry out its administrative
functions.
The Permanent Council is composed of one representative of each
member state, especially appointed by the respective government,
with the rank of ambassador. Each government may appoint alternate
representatives and advisers and, if necessary, accredit an acting
representative.
The Assistant Secretary Gerneral of the Organization is the
secretary of the Permanent Council and of its subsidiary bodies and
committees.
The Council holds regular, special, and protocollary meetings, in
accordance with its Rules of Procedure.
