CHARLESTOWN NEVIS (November 28, 2006) Formal road work commenced on the locally funded EC$25million Phase III of the Road Rehabilitation Project (RIMP) of the Island Main Road, following the official ground breaking outside the St. James Anglican Church on Tuesday November 28, 2006.
The Bank of Nevis funded project for the construction of 8.5 kilometres of road from the St. James Anglican Church to Market Shop in Gingerland, is expected to be completed in 12 months by Jamaican based contractors Surrey Paving and Aggregate Company Limited (SPA).
During remarks at the ceremony, the Hon. Carlisle Powell, Junior Minister in the Ministry of Physical Planning, Natural resources and the Environment, Communications and Works, Public Utilities and Posts said, the simultaneous commencement of the project at St James and Gingerland, was a clear signal that the people of Gingerland and St. James who would benefit from the project would join the rest of Nevis with good roads.
The start of the project he said was another campaign promised fulfilled by the Nevis Reformation Party under the leadership of Premier the Hon. Joseph Parry and Legal Advisor Mr. Patrice Nisbett, who had represented the area at the polls in July of 2006.
Minister Powell reminded those present, that when he had assumed responsibility for the Ministry of Works, he made it clear that all projects would be approached in a businesslike manner and therefore his role as minister would be to guide processes and not interfere and micro manage. The Minister applauded the support of his technical team which he said was very encouraging.
The Minister of Works said the Nevis Island Administration (NIA) had expected a high level of performance from the Contractors and they would deliver a good quality product. He noted that based on several meetings held so far the Company had shown tremendous good will.
The work will involve the realignment and adjustment of dangerous bends to improve safety on the road and drainage would also be an important aspect of the construction process to reduce future maintenance activity and cost.

the Environment, Communications and Works, Public Utilities and Posts, while he gave an overview, the cost of the project included an element of exposure and training for local workers particularly those employed at the Asphalt Plant. Under the project, the Plant would undergo some rehabilitation work. The Public Works Department (PWD) had already received assistance from SPA for repair work on the Asphalt Plant.
Mr. Denzil Stanley, Director of the PWD was appointed by Cabinet as Project Coordinator while Mr. Deora Pemberton, Civil Engineer at the PWD will work on the project as Project Manager. They will be complimented by the Ministry of Communications and Works and other government agencies.
Mr. Stapleton took the opportunity to enlighten the public of the inconveniences they should expect to encounter during the construction period and appealed for their maximum cooperation and understanding.
He explained that there would also be disruptions in the utility services and appealed for tolerance, patience and cooperation as the Water department, Nevis Electricity Company Ltd., Cable and Wireless and Caribbean cable worked together to restore their services during the period of project implementation.
Mr. Stapleton appealed to property owners along the main carriage way, for support and cooperation since they may be affected during construction due to the realignment of the road, planting of poles and pipes. He reminded them that all who would be affected by the alignment or widening would be compensated by the NIA through the Ministry of Communications and Works in accordance with the established policy and process.~~adz:Right~~
