    St. Kitts and Nevis Prime Minister, Dr. the Hon. Dr. Denzil L. Douglas
    St. Kitts and Nevis' Prime Minister, the Honourable Dr. Denzil Douglas says that the Federal Cabinet deeply regrets the untimely passing of Leader of the Opposition the Honourable Malcolm Guishard, on Monday.

     

    In delivering the Post-Cabinet Statement on Monday, Prime Minister Douglas issued a statement to the Nation, on the very sad news regarding the untimely passing earlier on Monday morning, of the Honourable Malcolm Guishard in Nevis. 

    "Malcolm, as he was affectionately called by us in the Federal Government and in the Federal Parliament, first was elected to the Federal Parliament in the elections of 1993 and since then has been re-elected in 1995, in 2000, and in 2004," Prime Minister Douglas stated.

     

    Up to the time of his passing on Monday, he served as the Leader of Her Majesty's Loyal Opposition in the Federal Parliament, as Chairperson of the Public Accounts Committee and also a member of the Electoral and Constitutional Reform Committee that is presently sitting during the Electoral Reform process.

     

    Prime Minister Douglas also informed the Nation, that the Leader of Government Business, the Honourable Sam Condor, traveled to Nevis on mid-Monday, to extend condolences on behalf of the Federal Government and Parliament, to the surviving members of Guishard's family; Guishard, is survived by his wife Yvonne, his parents Claude and Myrtle, and his children. Condor also met briefly with the Nevis Island Administration Cabinet, which was in session at the time of the visit.

    Arrangements for the burial of the late Malcolm Guishard are ongoing, and public announcements are expected over the coming days. Guishard was

     

    55 (January 13, 1952 - June 11, 2007).

     

    Constitutional Implications

     

    Prime Minister Douglas reflected on his duties, to examine the Constitutional implications, due to the death of the Leader of the Opposition, observing the procedures to be followed within a period of 90 days in filling the vacancy within the Federal Parliament and the subsequent appointment of a new Leader of Her Majesty's Loyal Opposition in the National Assembly, that is the Federal Parliament.

     

    Prime Minister Douglas however appealed to the Nation, to allow the family, friends and loved ones to mourn. 

    "The Federal Cabinet wishes to associate itself with the sentiments expressed by the Nevis Island Administration Cabinet, and calls on all parties that may have an interest in these matters at this time to respect this period of mourning and to demonstrate appropriate sensitivity to the family and to the friends of the late Honourable Malcolm Guishard, the Leader of the Opposition in the Federal Parliament."
