Government signs Contract For job Analysis Project

    ROADTOWN Tortola BVI, August 29th, 2011   –  Government has signed a contract worth $300,000 with KPMG (BVI) Limited to provide professional services for the conduct of a job analysis of the public service.

     

    Premier and Minister of Finance Honourable Ralph T. O’Neal, OBE signed the contract on Friday, August 26 with Director, Advisory for KPMG (BVI) Limited Mr. Russell Crumpler.Honourable O’Neal speaking at the contract signing said, “I support this exercise and I hope we will not have to wait long to receive the report as the report will give us guidance on what our next step will be in this process. I hope the contractors will do their best to produce the report for us, which I believe will be a fair assessment of the situation.”

     

    Financial Secretary, Mr. Neil Smith, chaired the brief ceremony. In his remarks he said, “Personal Emoluments, wages and salary account for some forty percent of the recurrent expenditure of the Government of the Virgin Islands. It is important in having such a significant expenditure that we make sure that we get it right by ensuring the human resources are allocated in the most efficient and effective manner possible.”

     

    Mr. Smith added, “The Government of the Virgin Islands has decided to conduct a human resources allocation exercise to determine exactly where the best fits are and if individuals are not fitted in the best place, where would be the best place to put them.”

     


    “The Premier has said on numerous occasions that his intention is not to resize the public service by shedding people but instead to put them in the right place. This exercise that KPMG will be doing for the Government of the Virgin Islands is the first step in making sure that the exercise is done properly,” Mr. Smith said.

     

    Mr. Crumpler in his remarks expressed his pleasure in working with the Virgin Islands Government. “As a company, KPMG is very committed to the BVI and therefore being able to assist you in order to help you through the difficult time that we are all facing globally is a great honour.”

     


    “The objective of this project is really to make sure that the government employees at all levels are equally treated consistently, assessed consistently and utilised and employed in the most efficient manner possible, Mr. Crumpler added.

     


    Acting Director of Human Resources Mrs. Michelle Donovan Stevens witnessed the Premier’s signature while Mrs. Kimberly Copaceanu witnessed Mr. Crumpler’s signature.

     


    The Government of the Virgin Islands remains committed to ensuring that public officers are utilised in the best way for their skill level. This exercise forms part of a proposal submitted by the Department of Human Resources to control the growth of the Public Service.
