    ROADTOWN Tortola BVI, September 9th, 2011 -- During “Private Members Business” the Territory’s leader told legislators that after his announcement on advising Governor Boyd McCleary to dissolve the House next week, some members of Government departments are under the false impression that politicians don’t have anything else to do.

     

    According to the Premier, it is the belief that the Ministries’ Permanent Secretaries (PSs) will be in control. “Well I don’t know which Government they are going to run. As far as I know the new Constitution [of 2007] says the Government continues until Polling Day,” Premier O’Neal declared. “There is no such thing as civil servants will be running the Government; the Ministers still have the authority given to them under the Constitution.”

     

    The Government Ministers are: Finance and Tourism Hon. O’Neal; Education and Culture Andrew Fahie; Communications and Works Julian Fraser, RA; Natural Resources and Labour Omar Hodge and Health and Social Development Dancia Penn, QC. Furthermore, Hon. O’Neal said when the new Constitution was discussed with the United Kingdom Government, which Leader of the Opposition Dr. D Orlando Smith, 7th District Representative Dr. Kedrick Pickering; Gerald Ferara and At Large candidate Ronnie Skelton can attest to, he said in Section 67 (2) of the Constitution the members of the House will be paid their allowances until Polling Day.
     
    Members of the HOA will be paid their allowances until Polling Day.Meanwhile, the Premier explained if he did not ask Governor McCleary to dissolve the House on Tuesday September 6, 2011 – the Governor could have used his judgment, one he would not have tolerated. “I did not want no Governor to dissolve the House for me when I know what the Constitution tells me,” he emphasized to the House.

     

    And though he did not announce a date for the 2011 General Elections, a source close to the Premier told Virgin Islands News Online that the elections could be in late October 2011.

     


    The Premier’s announcement gave way for the General Elections and a Nomination date. Thus far, there is a long list of independent candidates contesting the General Elections and the list is expected to significantly increase by Nomination Day.
