    Prime Minister Patrick Manning Declines State of Emergency

    --- After the murder for the year 2007 totaled 395 surpassing the record of 386 in 2005, Prime Minister of Trinidad and Tobago, Hon. Patrick Manning has declined to implement a state of emergency.
     
    Reportedly after a rapid rise in the murder rate in 2003 where the murder rate totaled 229 a Crime Reduction and Crime Prevention Committee was implemented by the PNM which was lead by former First Citizens Bank chairman Mr. Ken Gordon.
     
    After the excessive crime rate a crime plan was submitted to the National Security Council and while many of the recommendations were implemented Prime Minister Patrick Manning declined to declare a limited state of emergency. 
     
    Prime Minister Manning is quoted as saying, “The government is not contemplating any state of emergency. We do not believe that the circumstances warrant it. But even if the situation warranted it, you have to do so taking into account the fact that this country is now on a major thrust to attract investments here.”
     
    A state of emergency  may defer normal functions of government and civil liberties by giving protective services power to search property without warrant, extends power of arrest and it may also restrict freedom of movement. ~~Adz:Right~~
