Basseterre, St. Kitts (October 28, 2004): The Public Sector Reform Unit is on the verge of completing a series of training seminars begun last year to prepare change activists as leaders in the reform process.
The final workshop from November 8-12 will unleash a team of comprehensively trained individuals into their various departments to initiate reform.
These individuals are being asked to volunteer to be part of two initial strategic teams which will address priority areas of concern in the civil service.
The teams are a Performance and Management Team which would attempt to bring focus and performance accountability to the civil service as well as a Human Capital Investment Team to look at creating the internal capabilities for optimal performance in the civil service.
Public Sector Reform Project Manager Mr. Douglas Wattley said his ministry has accomplished a lot with respect to its outlook 2010 document. This includes the development of a new framework and model for the civil service general orders which is 60% complete.
The model will be offered for public notice and comments will be guided by numerous best practices bench marked by private and public sector organizations.
It will also consider internal consultations which took place with civil servants in January - February, 2004.
Additionally, Mr. Wattley reported that the overall draft for the restructuring of the Civil Service is about 90% complete.
Mr. Wattley is also expecting to complete the civil service improvement white paper by the end of 2004.
