    ROSEAU Dominica, October 7th, 2011 -- Under the EGRIP, a RCIS will be developed using ASYCUDA World (AW) as its platform and Oracle as its DBMS.

     

    The RCIS will receive from the four AW systems running in each of the four EGRIP countries information about the manifests and the goods declarations being processed in each country. These regional international trade transactions will be stored by the RCIS in a database for statistical purposes.

     

    In addition, manifests of ships going from one EGRIP country to another and export goods declarations of goods being exported to another EGRIP country will be retransmitted by the RCIS to the AW system running in the EGRIP country of destination.

     

    The consultancy is expected to require about four (4) man-months and comprises the following services:

     

    •Modification of the AW systems running in the four EGRIP countries so that they send the above information to the RCIS.

     

    •Preparation of the programs required by the RCIS to receive and store the above information. These programs will become the property of the four EGRIP countries.

     

    •Preparation of the programs required by the RCIS to transmit certain manifest and exports declarations to the AW systems running in the EGRIP country of destination. These programs will become the property of the four EGRIP countries.

     

    •Modification of the AW systems running in the four EGRIP countries so that they can receive the above information from the RCIS.

     

    The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible individual consultants and consulting firms to submit expressions of interest for providing the services. Interested consultants must submit updated curriculum vitae of the personnel that would provide the services, including information on their qualifications and capability for undertaking the assignment.

     

    Extensive hands-on experience on the implementation of AW, use of SO Class, Java and Oracle, is required, as well as full command of the English language (to read, write and speak).

     

    Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2004 and October 2006).

     

    Short listed consultants will receive the detailed Terms of Reference of the assignment and will be requested to submit a financial proposal.

     

    Interested consultants may obtain further information at the address below during office hours from 9:00 a.m. to 4:30p.m. (900 hours to 1630 hours).
