ROSEAU Dominica, October 7th, 2011 -- The consultancy is estimated to require three (3) man-months and comprises the following services:

•Preparation of programs to process data stored in the SmartStream databases to generate various reports.
•Deployment of the programs in the four EGRIP countries, including training as required for the local IT experts. These programs will become the property of the four EGRIP countries.

•Review of the SmartStream operation in each of the four EGRIP countries.
•Recommendation and implementation of Standard SmartStream Operation Procedures in each of the four EGRIP countries.

The Regional E-Government Unit (REGU) of the OECS Secretariat now invites eligible consulting firms to submit Expressions of Interest for providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Firms must submit updated curriculum vitae of the personnel that would provide the services, including information on their qualifications and capability for undertaking the assignment. Extensive experience regarding the SmartStream accounting software package is required, as well as full command of the English language (to speak, read and write).

A consulting firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2004, October 2006 and May 2010).

Short listed consultants will receive the detailed Terms of Reference of the assignment and will be requested to submit a financial proposal.
