Dr. Keith Richardson's home was flooded from the excessive rainfall |
Basseterre, St. Kitts (November 16, 2004): Parliamentary Representative for Constituency #8 Honourable Cedric Liburd immediately came to the aid of his constituents in Conaree after being contacted about flooding resulting from heavy rain.
Dr. Keith Richardson, a Conaree resident explained that he contacted Minister Liburd on Sunday morning and by Sunday afternoon the Minister come to inspect. Minister Liburd informed that he had also contacted Honourable Rupert Herbert Minister of Health as well as the Director of Public Works who later visited the site.
Dr. Richardson also identified what he thought to be the root of the problem. He said that the extension of the golf course closed off areas where the rainwater used to run off freely. Specifically, he said there were two sluices that had been completely cut off.
The Minister responsible for the Conaree area recounted Dr. Richardson’s call and the resulting activity.

Minister Liburd said that after receiving Mr. Richardson’s call on Sunday morning he visited the site in the afternoon. He was informed and observed that some families such as the Isaac’s had been forced to temporarily leave the area due to the flooded houses. Others like Dr. Richardson remained in their homes but bore with certain inconveniences such as having to wear boots and parking their vehicles some distance from their homes.
Minister Liburd further identified that a more immediate solution was necessary to relieve Conaree residents, as well as some residents close to the Frigate Bay area, of the inconvenience caused by the flood. He explained that whereas the Public Works Department would investigate and find a more long-term, permanent solution, the Fire Department was asked to use its pump to remove the flood waters from he area.
Minister Liburd also revealed that the viability of the shrimp farm would be investigated to find out whether or not it should be closed.
