    BRADES, Montserrat, January 25th, 2012  –  His Excellency the Governor Adrian Davis and Deputy Governor Sarita Francis have begun a series of meetings with senior civil servants in all ministries and departments.

     

    Governor Davis announced at his monthly press briefing today that three sessions have already been held, with nine more planned to take place over the coming weeks. He said the purpose of the meetings was to discuss performance management and various principles which can lead to a more effective civil service.

     

    The ongoing implementation of a performance management system was discussed and the governor said as the system has “no consequences” there is no motivation by civil servants to comply with it. He added that over the coming weeks he along with the deputy governor will be putting together a paper to take to Cabinet outlining the benefits for the system and sanctions for non-compliance.

     

    “Right now we have about 50 percent compliance and this rate needs to go up,” Governor Davis told the press. “There is too much thought about the individual and not enough about the team. Some don’t buy into the vision, which is simply to get Montserrat back on a path to self-sustainability.”

     

    The governor said improving the functioning of the civil service has to work in concert with a recurrent budget that reflects more efficiency and use of available resources.
