ROADTOWN Tortola BVI,  January 31st, 2012  – The Deputy Governor’s Office bids farewell to a stalwart public officer, Mrs. Verna Penn-Moll, who retired from the public service on December 31, 2010. Mrs. Penn-Moll joined the Governor’s Group in the capacity of Chief Records Management Officer, a position she held from 2004-2010.

In that capacity, Mrs. Penn-Moll was responsible for formulating and revising, as required, plans, policies, procedures and priorities governing the implementation, operation and delivery of programme functions and services to meet the needs of government; overseeing the development of guidelines and standards for record keeping, filing and classification of physical and electronic documents; developing, implementing and maintaining systems and procedures for proper storage, maintenance, appraisal, retention and, where necessary disposal of official documents and records; preserving the collective documentary heritage of the government which serves as its corporate memory; developing archives and records management in-house training courses, seminars, workshops and information sessions in liaison with the Training Division; and developing disaster plans to ensure that the organisation would have the necessary information to continue functioning in the event of a disaster, among other duties.

During Mrs. Penn-Moll’s tenure at the Archives and Records Management Unit she was instrumental in establishing the Friends of the Archives, Today in Virgin Islands History Radio Programme, Old Pictures Exhibitions, Local Photographers Exhibitions, The History Awards Programme, the Archives Newsletter, the publication of 'Snapshots of the Past', Archives and Records Management legislation, and a proposal for the National Archives Repository Building.

Mrs. Penn-Moll returned to the service in April 2011 as a consultant with terms of reference to develop strategies, procedures and recommendations for reinforcing twelve on-going initiatives in the Archives and Records Management Unit. She completed her consultancy in October 2011 and has since submitted her report.

Mrs. Penn-Moll has had an extensive public service career. She served as Assistant Teacher and Head Teacher in several schools in the Territory from 1958 -1965 and as Chief Librarian from 1965-1986.

Deputy Governor Mrs. V. Inez Archibald reflecting on the time spent working with Mrs. Penn-Moll described her as, “Easily one of the most conscientious public officers anywhere. She is hard working and committed to any task to which she is assigned, seeing it through to a timely conclusion.”

“The Archives and Records Management Unit has lost a passionate and creative officer, the Deputy Governor’s Office has lost a wonderful and dependable member of its team and the public service of the Virgin Islands has lost a stalwart,” the Deputy Governor said.

The Deputy Governor’s Office is greatly indebted to Mrs. Penn-Moll for the contributions she has made to the Archives and Records Management Unit, to the Governor’s Group and the public service. She has indeed laid the foundation for her successor Mr. Christopher Varlack. We wish her well and best wishes in her future endeavours.
