Press Release (BVI)

ROADTOWN Tortola BVI, March 21st, 2012  – Immigration Officers are committed to providing exceptional service at the various ports of entry, according to Chief Immigration Officer Mr. Dennis Jennings.

In an invited comment, Mr. Jennings told the Department of Information and Public Relations that officers recently completed enforcement training to further enhanced and foster business excellence, an essential asset to the tourism.

He explained, as front line officers, it is critically important for his department to maintain its viability in the eyes of residents, visitors and investors.

In late February, 10 officers completed a two-day enforcement training focused on operational matters and customer service.

Mr. Jennings said officers have a clearer understanding of their role and function as territorial ambassadors. To date, all officers within the department trained.

At the closing ceremony for the training, Mr. Jennings told officers, “Always remember that you represent the entire Territory, and you should do so exceptionally at all times. Through this training, I am certain you will now see more clearly your important role as it relates to border security. As front line officers, you need to represent the country exceptionally.”

The training encompassed three presentations including, ‘A Broad Interpretation of the Immigration Laws and Regulations and The Implications of The 2007 Virgin Islands Constitution As It Relates to the Importance of same’; ‘Matters Pertaining to General Orders as it relates to Employee/Employer Roles and Responsibilities’ and ‘The Role of the Passport Office as it relates to the Issuance and Authenticity of Visas for Nationals of Visa Obligated Countries’.

Crown Counsel Latoya James of the Attorney General’s Chambers provided a detailed description of the amendments to the Immigration and Passport Ordinance and a look at the sections of the Virgin Islands Constitution Order 2007 that would impact the Department of Immigration.

Human Resources Manager in the Premier’s Office Ms. Ethlyn Green presented on the Human Resources Devolution guidelines and General Orders focusing on the ethical code of conduct of public officers including acceptance of gifts and private interests.

The training concluded with presentations by Senior Administrative Officer Mrs. Tashi O’Flaherty Maduro, Senior Executive Officers Mmes. Lencia Mills and Toya Fahie of the Civil Registry and Passport Office who updated officers on the authenticity of visas and passports, visa exemptions procedures, clarification of Belonger Status and introduced some new information on the soon-to-be implemented electronic Belonger’s card.

Permanent Secretary in the Premier’s Office Mrs. Rosalie Adams gave remarks, congratulating the officers for their continued commitment to providing exceptional customer service.

The department’s training modules are coordinated by Senior Immigration Officer Mr. Randolph Frett, who delivered the Vote of Thanks.

The enforcement training modules, which began in August 2010, are designed to build the human resource capacity of the Department of Immigration, with a view to promote quality service and business excellence throughout the Territory.
