    ROADTOWN Tortola BVI,  June 5th, 2012   –     In fulfilling Government’s agenda to achieve coordinated physical development, the Town and Country Planning Department is inviting the public to review the draft plan and report for the Carrot Bay Community Development Plan 2010 – 2020, which is available from midday today until Tuesday, July 3.

     

    The document can be reviewed at the BVI Post Office, Methodist and Seventh-day Adventist churches in Carrot Bay and with the Carrot Bay Community Council - a group of individuals from Carrot Bay whose purpose is to ensure the continuity of development in the area. Persons can contact Council President or Vice-President Mr. Frank Mahoney or Mrs. Ayanna Glasgow-Liburd.
     
     
    Additionally, the report can be found at the Town and Country Planning Department office in the West Atrium of the Central Administration Building and the Road Town Public Library.
     
    Deputy Chief Planner Mr. Ronald Beard told the Department of Information and Public Relations that constructive feedback from the community will aid in the completion of the development plan.
     
    Persons are asked to document feedback via letter which should be sent directly to the department within the 28-day period. Feedback is also invited via email at dypenn@gov.vg or tcp@gov.vg.
     
    In accordance with Part III, Section 14 of the Physical Planning Act of 2004, public consultation is a part of the preparation of a development plan.

    The section states: “During the preparation of a development plan, the Authority shall take such steps as in its opinion will ensure (a) that adequate publicity is given in the area to which the plan relates to the matters which it proposes to include in the plan (b) that persons who may be expected to desire an opportunity of making representations to the Authority with respect to those matters are made aware; (c) that such persons are given an adequate opportunity of making such representations”.
     
    Referring to the public consultation period, Mr. Beard said, “We want to ensure the public has the opportunity to voice their support or concerns for the document.”
     
    The deputy chief planner also spoke about the other stages of the draft plan and report, “It is intended that the development plan will be presented to government departments and then the Planning Authority and, once final revisions are made, taken to Cabinet for review and approval.”
     
    The formulation of the development plan began in 2010. Recently in March, the department hosted a community meeting where residents engaged in discussions on various aspects of the plan. According to Mr. Beard, the community response to the project proposals was positive.
     
    Proposals in the report include a dock for the local fishermen, a multi-purpose centre containing a combined fish and agricultural market, local heritage centre and an off-shoot of the Maritime Museum at the H. Lavity Stoutt Community College. Regularised car parking and vendor stands are also proposed. Other proposals were given community support including improvements to coastal defences, the regeneration of agricultural areas, village conservation projects and eco-tourism business opportunities for the younger people of the community to take forward.

    The preparation of the Carrot Bay Development Plan is in keeping with Part III of the Physical Planning Act of 2004 where it speaks to bringing about orderly and coordinated physical development of the community and its surrounding areas. This is also in line with Government’s overarching agenda to achieve coordinated physical development throughout the British Virgin Islands.
