ST. JOHN'S Antigua, June 23rd, 2012 -- PM Spencer co-chairing the 4th Round Table at the Conference on Sustainable Development Prime Minister of Antigua and Barbuda Dr. the Hon. W. Baldwin Spencer on Thursday during the United Nations Conference on Sustainable Development was appointed Co-Chair of a Round Table which focused on the theme “Looking at the way Forward in implementing the expected outcomes of the Conference.”
During his opening statement to the over thirty-leaders and observers of countries within the United Nations grouping, Prime Minister Spencer said that the Conference is an historic opportunity which has agreed to the needed action to ensure human development within a healthy planet. He noted that it is important for countries to focus on implementation and what will happen after Rio.
We reproduce the Opening Statement delivered by Prime Minister Spencer as he chaired Round Table 4 discussions:
Excellencies,
Distinguished Delegates,
Ladies and Gentlemen,
Rio+20 is a historic opportunity. The international community has agreed to needed action to ensure human development within a healthy planet. In this round table, I would like to encourage you to think about implementation and what will happen after Rio.
Four broad topics are provided for discussion in the round tables:
The Green Economy -which has been identified as one of the key themes of this Conference.
The Institutional Framework -which is recognized as a critical tool for advancing sustainable development at all levels. .
Means of implementation - including financial resources, technology and capacity-building. These are fundamental for turning sustainable development decisions into reality and meeting emerging sustainable development challenges.
And sustainable development goals for which a process has been established in the outcome document.
We need your views on these four issues. To focus our discussion, I advance four questions from among those listed in the background notes:
How to promote, within a green economy, investment for the development of environmentally sound technologies?
How to strengthen the science-policy interface in institutions?
How can we enhance international technology cooperation on the development and deployment of environmentally sound technologies, including in developing countries including through possible facilitation mechanism for technology transfer?
How best can we ensure a process to elaborate the post-2015 Development Agenda which is transparent and reflective to the views of all stakeholders everywhere?
I wish you a fruitful discussion. And I wish us all convergence of views on the issues that matter most.
