Groundwork Begins on Local Disability Policy

    - Government has begun the groundwork to develop a Disability Policy for the Virgin Islands. This is being done as Government moves towards achieving its vision of better responding to the special needs of the Territory’s disabled population.

The Ministry of Health and Social Development recently contracted Ms. Lenette Mactavious as Government’s Disability Policy Advisor for an 18 month period from August 15, 2008. Her main duty will be to assist the ministry in developing an effective disability policy that will eventually be implemented throughout the Territory.

Ms. Mactavious previously served in the Public Service in various capacities and is currently enrolled in a Contemporary Social Policy Management Course and a Diploma in Learning Disabilities Programme with Stonebridge University in the United Kingdom.

Acting Permanent Secretary in the Ministry Ms. Petrona Smith said works under the terms of the contract will include a review and analysis of ‘local and international’ developments as they relate to the needs of persons with disabilities.

“Ms. Mactavious will particularly focus on employment policy, access to public buildings and other facilities, and social service delivery as they relate to the disabled population. She will also contribute to a public education campaign to raise awareness of this subject,” the Acting Permanent Secretary said via the Department of Information and Public Relations.

Ms. Mactavious is expected to interact with a diverse range of persons from within the public and private sectors during the course of the study, and the Ministry is encouraging the community to extend its support and cooperation while this important assignment is being conducted.

Government’s vision is for all persons with disabilities to be “assisted in a dignified and caring manner that enables persons with disabilities to participate fully in society and become productive and proud citizens contributing to the development of themselves and the wider Virgin Islands.”

Among other things Government is committed to providing real and productive employment for Virgin Islanders with disabilities by ensuring more opportunities, fair wages and employment conditions, and quality support services; building on existing programmes that target the disabled; and providing a planning mechanism to ensure that attention is paid to persons with disabilities.
