OUR PATH is strewn with the debris of failed projects; of projects that have not gone beyond their announcement; of projects that promised jobs by the thousand; of projects that would usher in the new utopia in St. Kitts and Nevis; of projects whose investors signaled their confidence in the solid economy of our Federation – and in the latest case of Imperial Bay St. Kitts Golf & Beach Residences, the investor even recognized that we had a prime minister “who genuinely cares for his people and “is on a relentless mission to better their lives.”
The ‘made to fit election-type speech’ of Principle-developer (Dr.?) Mr. Sirous Montevessal, speaking at the ground breaking ceremony for the US$10 million 86 one-bedroom condominium units, as reported by CUOPM, aroused suspicion.
Coming as it did when the prime minister’s reputation was flagging, with the vote of no confidence hovering over his head, this speech was a real PM booster and it was a marvel coming from one who had to be convinced to come to St. Kitts in the first place.
Among other things Mr. Sirous Monevessal revealed that:
- We had a caring prime minister
- The PM was relentless on his mission to better lives
- The PM understands the need for foreign investment
- We had “a Government that understands and catalyzes foreign investment in its country.”
But the most significant statement he made was “It is our intention to continue to invest in the country once the existing investment environment is maintained.” This was a very loaded statement.
He was further bold enough to state “I am confident your economy, your people and indeed your country, will continue to achieve the success it has seen over the years.” (Duh!)
It spurred a ‘search’ to learn more of this investor.
Strangely, as it did for the developer of STEVIA-our sugar replacement project, Google could find very little on this developer, though it did reveal that he was the Owner/CEO of Carib International.
Who or what is Carib International? Its website states:
“We are known as one of the best advisory firms on the St. Kitts & Nevis Citizenship by Investment Program in the region and worldwide. The company's executive manager has the experience of tutoring law as a senior university lecturer and being the member of law university faculty for more than ten years.”
Its website further states that Carib International, whose CEO/Owner is principle developer of our new project Imperial Bay St. Kitts Golf & Beach Residences, hosted only these events so far … ‘Citizen by Investment Opportunities in St. Kitts & Nevis at prestigious hotels in Dubai, in November 2009, November 2010, November 2011 and December 2012 – all meetings were addressed by the Prime Minister of St. Kitts and Nevis, Dr. Denzil Douglas.

It is therefore obvious that the relationship between Mr. Sirous Montevessal and Dr. Denzil Douglas has been a fairly long and fruitful one. Their tendrils surround what has been described as the de facto government – SIDF.
For these reasons, the announcement of the US$10 million Imperial Bay St. Kitts Golf & Beach Residences to Half Moon Bay Project brings no joy. Is it Beacon Heights by another name? Kittitian Hill? We just don’t know.
In passing, we ought to have a minute’s silence for Whitegate Project, La Vallee Project, Kittitian Heights Project, Stevia Project, The Marina Project at Cockleshell Bay, The Hyatt Project, The Car Factory Project, the Ethanol Project, and Indelco… among others. We would like to point to one completed project but we cannot and we remain ever suspicious of those launched close to an impending election.
