BASSETERRE, St. Kitts – THE appointed Boundaries Commission, led by R. A. Peter Jenkins, had submitted its report on the proposed changes to the constituency boundaries in St. Kitts and Nevis.
This disclosure was made by the Federation’s Prime Minister, the Rt. Hon. Dr. Denzil Douglas at the last sitting of the National Assembly on Monday (Sept. 9).
At that sitting, PM Douglas disclosed that the report was sent to the Governor General, His Excellency Sir Edmond Lawrence, on Thursday (Sept. 5) so that he can peruse it and send a Draft Proclamation to Parliament for approval.
However, shortly before 7:00 p.m. at the sitting Dr. Douglas brought the Draft Proclamation to the House and opened the floor for debate on the matter.
In presenting the proposed changes, Dr. Douglas said:
“St. Christopher One - All that in the Parish of St. George’s describes as follows: On the north by the Parish boundary by St. George’s and St. Peter’s and extension to Kim Collins Highway; then south by a line running through the middle of the Kim Collins Highway to the Frigate Bay; then east and south-easterly along the Frigate Bay Road to the roundabout number one of Frigate Bay; then continuing around the Parish Boundary easterly along the middle of the road that separates subdivisions that separate PA19C and DA19B at Frigate Bay; then continuing south and south-easterly along the Parish Boundary between St. Peter’s and St. George’s, bounded on the south and southeast by the sea on the west by a line running through the middle of Fort Street and Victoria Road and continuing to the Parish Boundary.
“St. Christopher Two - All that portion of the Parish of St. George’s is described as follows: On the north by the Parish Boundary between St. George’s and St. Peter’s; on the east by the line running through the middle of Fort Street and Victoria Road, continuing north to the Parish Boundary; on the south by sea; on the west by a line running from the sea northward to the centre of Wigley Avenue and its continuation to the Parish Boundary. It also includes the residents of Pine Gardens Housing Development.
“St. Christopher Three - All that portion of the Parish of St. George and St. Thomas describes as follows: On the East running from a line on the Centre of Wigley Avenue and its continuation to the Parish Boundary, but it shall exclude all residents of Pine Gardens Housing Development. On the North-westwards along the line between the Parish of Trinity Palmetto Point and Christ Church, Nicola Town to Willets Ghaut; on the west by Willets Ghaut in the parish of Trinity Palmetto Point and continuation southwards to the sea.
“St. Christopher Four- All that Portion of the Parish of St. Thomas and the Parish of St. Anne described as follows: On the northeast between the Parish of St. Thomas and the Parishes of Christ Church and St. John’s Capisterre; on the south running on a line from the Boundary between the Parishes of St. Thomas and Christ Church, southward around Willet’s Ghaut and its continuation to the sea. On the southwest by the sea; on the northwest by the extension of a line to the centre of the road northwest to the Roman Catholic Church and the Charles E Mills High School, continuing north-easterly along the centre of the road between Farms Housing Development and Farms Meadows Housing Development to the Parish Boundary.
“St. Christopher Five - All that portion of the Parish of St. Anne’s and St. Paul’s described as follows: On the southeast by the extension of a line through the centre of the road northwest of the Roman Catholic Church and the Charles E Mills High School from the sea, continuing north-easterly along the centre of the road between Farms Housing Development And Farms Meadows Housing Development for the Paris Boundaries on the southwest; west and north by the sea; on the east by the Boundary by the Parish of St. Paul’s and the Parish of St. John’s.
“St. Christopher Six - All that portion of the Parish St. John’s and Christ Church described as follows: On the west by the Boundary between St. Paul’s and St. John’s, then continuing to the Parish Boundary between the Parish of St. John’s Capisterre and the Parish of St. Thomas’; on the North and northeast by the sea; on the southeast by a line extended along the centre of the main road at Bourryeaux from the sea continuing south-westerly to the roundabout at the entrance to Molineux Village; then westerly to north-westerly along the Molineux main road, continuing to Stone Haven Village to Christchurch to north-westerly in a straight line to Baker’s Ghaut and then south-westerly along Baker’s Ghaut to the Parish Boundary between Christchurch and the Parish of St. Thomas’.
“St. Christopher Seven - All that portion of the Parish Christ Church and St. Mary bounded as follows: On the northwest by a line extending along the centre of the main road at Bourryeaux; from the Sea continuing south-westerly to the roundabout at the entrance to Molineux Village; then westerly and north-westerly around the Molineux main road continuing to Stone Haven Village to Christchurch; then north-westerly in a straight line to Baker’s Ghaut; then south-westerly along Baker’s Ghaut to the Parish Boundary between Christchurch and the Parish of St. Thomas’; on the northeast by the sea from mountain to sea on the south by the Parish Boundary between St. Peter’s and St. Mary’s; on the southwest by the Parish Boundaries of St. Thomas’ Trinity and St. George’s.
“St. Christopher Eight - All that portion of the Parish of St. Peter’s and St. George’: On the north by the Parish Boundary between St. Peter’s and St. Mary’s; on the northeast and east by the sea; on the west by the Parish Boundary of St. Peter’s; on the south by the Parish Boundary of St. George’s and St. Peter’s and extension to Kim Collins Highway; then south by a line running through the Kim Collins Highway to the Frigate Bay Road; then east and south-easterly along the Frigate Bay Road to the roundabout number one at Frigate Bay; then continuing along the Parish Boundary easterly along the middle that separates subdivisions PA 19C and DA 19B at Frigate Bay; then continuing south and south-easterly along the Parish Boundary between St. Peter’s and St. George’s.
“Nevis Nine - All that portion of the Parishes of St. John’s Fig Tree and St. Paul’s Charlestown and St. George’s Gingerland described as follows: Bounded on the northwest by the Parish Boundary between the Parish of St. Thomas’s Lowland and the Parish of St. Paul’s Charlestown; on the west, south and southwest by the sea; on the east by a line running from the Nevis Peak south-westerly to the road west of Church Ground to the Island Main Road; then westerly along the centre of the Island Main Road to the junction with the road of Earkley Liburd’s house; then southwest to the Montpelier Hotel, continuing southwest on the west side of Montpelier property and east of Brown Hill Estate and Pembroke Estate all the way through Cox Heath to the sea. But the residents of Pond Hill, Beach Road, Hermitage, Cole Hill, Burton Pasture, Beaumont, Morning Star, Church Ground, Cox Heath and Montpelier are not included.
“Nevis Ten - All that portion of the Parishes of St. George’s Gingerland and St. John’s Fig Tree described as follows: Bounded on the northeast by the Parish Boundary between the Parish of St. George’s Gingerland and the Parish of St. James’ Windward on the south and southwest by the sea; on the west by a line running from the Nevis Peak south-westerly to the road west of Church Ground to the Island Main Road. Then north-westerly along the centre of the Island Main Road to the junction with the road of Earkley Liburd’s house; then southwest to the Montpelier Hotel, continuing southwest on the west side of Montpelier property and east of Brown Hill Estate and Pembroke Estate all the way through Cox Heath to the sea. But the residents of Pond Hill, Beach Road, Hermitage Coal Hill, Burton Pasture, Beaumont, Morning Star, Church Ground, Cox Heath and Montpelier shall be included.
“Nevis Eleven - All that portion of the Parishes of St. James’ Windward and St. Thomas’ Lowland described as follows: The Parishes of St. James’ Windward and St. Thomas’ Lowland...that is the description.”
At the end of the debate, Prime Minister Douglas stated that the Opposition’s silence meant that they were in agreement with the Draft Proclamation, thus no amendments would be made. The Opposition was however absent from the Sitting.
On Monday however, the High Court issued an injunction which restrains the Governor General from signing any proclamation to effect any boundary changes until a further order from the Court.
