Statutory Bodies challenged to implement Public Finance Management Act

    BRADES, Montserrat (October 3, 2013) – Board members and management from all of the Government of Montserrat’s statutory bodies (SB) and companies are being urged to develop a plan to better manage and account for public funds.
     
    The Honourable Premier and Minister of Finance Reuben Meade opened the two-day workshop on Thursday, October 3, 2013 at the Montserrat Cultural Centre. He noted that government has the ultimate responsibility for all of the companies although they operate as separate entities. 

    These entities include the Montserrat Volcano Observatory, the Montserrat Tourist Board, Montserrat Utilities Ltd, and the Land and Development Authority.

    The Honourable Financial Secretary John Skerritt explained that the training workshop for statutory bodies was to develop a plan for the implementation of the Public Finance (Management and Accountability) Act 2008 (PFMAA).

    “We seek to address the importance of making management of statutory corporations accountable for the public funds allocated to them. The challenge therefore is how to make the SBs carry out its mandate within the accountability framework established in the PFMAA,” Skerritt told the group. “We need to jointly work out a way and make recommendations on how we can as SBs, given our capacities and known constraints, move forward and implement the PFMAA.”

    During the two days, participants will examine a proposed implementation plan collected from the companies by the Public Financial Advisor Evarist Mwesigye and the Internal Audit team. The proposal will now be thoroughly examined to establish a workable list with specific activities, responsibility and timelines for operationalizing the PFMAA in all statutory bodies.
