Tenders Invited To Submit Plan For Moving To New Peebles Hospital

    ROADTOWN Tortola BVI, October 22, 2013 - The Government of the Virgin Islands is inviting tenders to submit proposals for the transitioning of the Peebles Hospital from its current location to the new building. 

     

    According to Director of Communications Mrs. Arliene T. Penn, “Government is eager to move forward with this phase and is informing interested tenderers with experience in hospital transition planning that they are required to assess operational readiness which include performing all of the planning, scheduling, communication, preparing, arranging, resourcing and coordinating of tasks necessary to prepare  Peebles Hospital personnel for comprehensive operations in clinical and non-clinical functions, processes and procedures in the new environment.”

    She further outlined that services should provide and manage a move plan to guide the hospital in transitioning its clinical and non-clinical functions, inclusive of patient migration, from the Old Peebles Hospital and Annex to the New Peebles Hospital and Annex.

    Mrs. Penn added that tenderers are to provide implementation plans for preparing the staff and entire Peebles campus for the conversion of processes from the current state to the future state as process changes are identified and adopted. 

    Tenderers must show how they will coordinate orientation and training programme for BVI Health Services Authority staff prior to transfer; establish with the Transition Project Management Team, an integrated programme for bringing the hospital building, plant and equipment to a state of readiness for operational use.

    In addition a project plan, giving details of how the transition exercise will be executed, inclusive of a timeline, programme schedules and resources; a list of references of similar projects completed; a company structure and organisational chart for period during prospective consultancy and; a curriculum vitae of principals and primary staff that are to be responsible and attached to the new Peebles Hospital Transition Planning Consultancy Project.

    The Director of Communications Mrs. Penn is reminding interested tenderers that they are required to submit certificates of good standing from the Director of the Social Security Board, the Commissioner of Inland Revenue and the Registrar of Corporate Affairs and a valid trade licence.  The issue date on the certificates should be no earlier than one month prior to the date of submission.  

    She said the foreign tenderers must provide equivalent documents from their country of origin as regards to Tax Compliance and Pin certification or statements certifying that the equivalent documentation is not issued in the tenderer’s country of origin. The statements that equivalent documentation is not issued by the tenderer’s country should be original and issued by the tax authorities in the tenderer’s country of origin.

    Tender documents are available upon request from the Chairman of the Central Tenders Board in the Procurement Unit of the Ministry of Finance and will be distributed until Thursday, October 31, 2013 from 9:00 a.m. to 4:00 p.m.

    Upon collection of the tender document, a non-refundable $50.00 fee is payable to the Accountant General by way of cash or cashier’s cheque. The deadline for the submission of tenders is Tuesday, November 12, 2013 no later than 10:00 a.m.

    All Prospective Tenderers are invited to attend a pre-tender meeting scheduled for Tuesday, October 29, 2013 at 10:00 a.m. at the Procurement Unit, Conference Room located in the Rita Frett Georges Building on the third floor which will be followed by a site visit.  

    Tenders will be publicly opened on Tuesday, November 12, 2013 at the Ministry of Finance, Procurement Unit beginning at 2:00 p.m.  For more information, interested persons can telephone the Procurement Coordinator Mrs. Ishma Rhymer at the Procurement Unit at 468-3701 ext. 4243 or 4244.
