    ROAD TOWN, Tortola, BVI November 25th 2013VI Shipping Registry Offers Training For Boat Master Certification

     

     
    The Virgin Islands Shipping Registry (VISR) is working towards implementing a programme that will assist experienced skippers operating in BVI waters in achieving their Boat Master Licence (BML) certification under the Caribbean Small Commercial Vessels Regulations (SCV) code.
     
    The process will include classroom and practical training tailored to the needs of the candidates. The issuance of the updated licence will depend heavily on previous experience of the applicant.
     
    Director of the VISR, Mr. John Samuel, said “no-one who has been serving as a master for a reasonable period before the coming into force of the SCV Code, should be disadvantaged by the new requirements.”
     
    “Established masters holding old style licences should be able to obtain a BML that enables them to continue in their current type and area of operation. Experienced BVI masters with no license should be able to apply for a BML, on the basis of their existing skills and experience,” he added.
     
    Mr. Samuel expounded, “We know that the process and requirements may have been daunting and even intimidating for some skippers in the past, and as a result they may have not updated their licenses. We are developing the curriculum and process focused on the needs of these candidates.”
     
    According to the Registry, the SCV code came into force in February 2004, the regulations requires that BVI skippers of small commercial vessels carrying cargo and passengers to hold a BML. Prior to this regulation, skippers either held old style licenses or required no licenses to operate the same vessels. Some of these skippers never voluntarily upgraded their qualifications to obtain the BML by undergoing BML training and examinations for various reasons.
     
    Experienced skippers who have faced difficulties in achieving the BML certification under the SCV are invited to register with the VISR by visiting their office located on the 3rd Floor of the Sebastian’s Building. The deadline to submit applications is Tuesday, December 31, 2013
     
    The Virgin Islands Shipping Registry stands ready to assist institutions and the public in the education and public awareness of the importance of safety at sea.   As the maritime administrator of the Territory, the VISR holds the remit for marine safety, prevention of marine pollution, maritime security and the registration of ships.
