Top Cop to deal with insubordination at Basseterre Police Station

    BASSETERRE, St. Kitts – A hairdresser, who resides in The Village, claims that two female Police Officers had been very disrespectful to her and she is of the view that their mannerism could adversely affect the relationship between the general public and the law enforcement body, which is mandated to protect and serve.

     

    Speaking with this media house yesterday afternoon (Nov. 25), Carol Rouse said that the two women, one being a Special Constable, did not only display uncouth behaviour towards her, but they also flagrantly disobeyed an order given by the Commissioner of Police.

    Rouse explained that she and her children’s father have an ongoing dispute and she would normally make reports to the Basseterre Police Station for fear of being harmed.

    Recounting what transpired when she last visited the Basseterre Police Station, Rouse said: “Last Friday (Nov. 22), I went to the Commissioner of Police to advise me on a domestic situation involving my ex-boyfriend. The Commissioner listened to what I had to say and advised that I go to the front desk of the station and make a report to one of the officers there.

    “On entering the station, I saw two female Constables (names withheld), one of whom is a Special Constable and she is related to my ex-boyfriend. I approached the Special Constable, bid her greetings for the day and told her that the Commissioner advised me to make a report concerning my situation.

    “She immediately responded by saying, ‘Me nah know nothing ’bout you.’ I then said okay and stood by the desk for approximately 15 minutes to see if either of them would take my report.”

    Rouse claimed that whilst waiting for the officers to make up their mind on who would have recorded her report, the other Constable also had her say.

    “The other officer then said in a loud voice, ‘Not me, me nah tek no report…not today. Ah fed up of Carol making reports, harassing people all de time.’ I did not respond even though I knew she was referring to me by calling my name. However, the next one picked up from where she left off and said, ‘Me nah tek none report today. Ah don’t care what the Commissioner do…meh nah tek none report today.’”

    The mother of two said that those statements were made in the presence of the Sergeant who was in charge of the desk at the time, and she decided to once again visit the Commissioner and inform him about what transpired.

    “The Commissioner left his office immediately and accompanied me to the front desk. He then went behind the desk and told the two officers that he was disappointed in their behaviour and ordered them to have the report on his desk within a certain time. He then left for his office.”

    Rouse claimed that after waiting for more than 20 minutes, neither of the officers had carried out the Commissioner’s instructions.

    “I went back to the Commissioner and told him that the officers had ignored me and did not take my report. He then called Inspector Isles and told her to take a report from me concerning the two Constables. I asked the Inspector what will be the outcome and she said that the Commissioner is a very serious man and he was going to discipline them.”

    Rouse sad that another incident occurred at her home on Monday (Nov. 25) and it had involved the Constable who is related to her ex-boyfriend.

    She claimed that she had a problem with her son, who resides at her home, and had called the Basseterre Police Station for an officer to have the matter settled.

    The matter, she noted, had concerned some money she had for her son.

    “Two officers arrived at my home, including my ex-boyfriend’s relative. I chose to speak to the male officer. I told him what transpired and he called my son to get his version of the story. My son told the officer that I have some money for him and that I don’t want to repay him.

    “The Woman Constable interjected, saying, ‘You could come down by the police station and mek a report on her. She can be locked up and I will mek sure that the CID look into it.’

    “I then turned to her and said, ‘That’s my son, you can’t tell him to do such a thing.’ She quickly replied, ‘You better don’t get me vex because I would tek you down and arrest you and you would not dare like it.’”

    Rouse explained that while she and the officer were having an exchange of words, her cousin came out of the house and cautioned the officer.

    “My cousin told her that as a peacemaker she should not try to cause a strife between a mother and her son. The officers then drove away and this morning I went to the Commissioner and told him what she did and he said he was going to look into the matter.”

    A seemingly angry Rouse declared that officers “like those two women will certainly give the Police Force a bad name. The Commissioner is a man who listens attentively to your problems and tries his best to find solutions. But the manner in which those two behave, especially when they disobeyed the Commissioner’s instructions, clearly shows that they have no regard for his authority. These are the people who have caused the Police Force to be stigmatised”.
