B.V.I. Tuesday, February 17 – His Excellency the Governor after consultation with the Public Service Commission (PSC) has appointed Mrs. Phyllis Evans as the Clerk of the House of Assembly.
Mrs. Evans, who took up her appointment on February 2, is a 31-year veteran of the public service. She was first employed as a clerical trainee in the Deputy Governor’s Office in 1978 and subsequently worked at the Survey Department from 1986-1991 and the then BVI High School from 1991-2006. She returned to the Deputy Governor’s Office as a senior administrative officer in 2006 and remained there until August 2008 when she took up the appointment of private secretary in the Ministry of Education and Culture. Mrs. Evans had temporary appointments as a clerk assistant at the then Office of the Legislative Council in 1983, 1991 and 2000.
She has an Associates Degree in Arts from the H. Lavity Stoutt Community College; a Bachelor of Science degree in Business Administration from the Missouri Southern State University and an Executive Diploma in Management from the Chartered Management Institute at the H. Lavity Stoutt Community College.
The clerk serves as the administrative head and the accounting officer of the Office of the House of Assembly and performs all duties of the clerk as outlined in the Standing Orders of the Legislative Council, and the Constitution of the Virgin Islands. Additionally, the clerk manages the office including supervising, training and disciplining staff and advises the Speaker on matters relating to the interpretation of the Standing Orders and procedures in the House, among other duties.
