June 16th, 2014 -- SPBS aims to bring its customary brand of outstanding and well accomplished individuals to its Awards Banquet on August 30th in New York. This is consistent with SPBS’s overall motto of “youth empowerment through education”. This year the membership moved early to select Dr. Frank Mills as the keynote speaker and winner of the Distinguished Alumni Service Award.
Frank spent his boyhood in Sandy Point where he attended the Sandy Point Boys School, then the Sandy Point Senior School, from which he won an island-wide scholarship, under the tutelage of Headmaster Arnaldo Richards, to attend the St Kitts-Nevis Grammar School. His first job was to teach in Sandy Point under Dr Edward Griffin, then at the Grammar School for two years before earning a scholarship to attend the College of the Virgin Islands. He returned to teach at the Basseterre High School in 1973, served on a Transition Team of the Clarence Fitzroy Bryant College from 2003 to 2007, and was appointed the first Chairman of the Board of Governors from 2009 to 2012.
Mills is passionate about St Kitts and Nevis, and this partly explains his indulgence in his first fictional murder mystery—The Last Witness —which is set in St Kitts and Nevis of the 1950s. He is married to a Kittitian, Ms Lauritz Hutchinson, from the dynamic village of St Pauls.
Frank Mills currently serves as Interim Vice Provost of Research and Public Service, and is a Professor of Social Sciences at the University of the Virgin Islands on the St Thomas Campus. He taught Quantitative Research Methods in the Social Sciences from 1974 to 1987, and was appointed Director of the Caribbean Research Institute. He spent a sabbatical year at the Census Bureau in Washington in 1985-86, was designated Director of the VI Census Data Center, and was Manager of the federal Census of Population and Housing in 1990, 2000 and 2010.
As Director of the Eastern Caribbean Center in 1999, he devoted himself to applied social research in the Virgin Islands and the Caribbean, has conducted annual scientific surveys in the VI, and prepared many demographic reports for VI government agencies, the BVI government, CARICOM and the UN/ECLAC in Trinidad. In recent years, he has specialized in survey sampling, measurement in the human sciences, international migration within the Caribbean and the region, and in statistical analysis for planning and decision making.
Professor Mills is a CVI alumnus (1967), graduated with a B.A. (Honors) in 1970 and a Master’s from the University of Western Ontario (1971) in Canada in geography, and a Ph.D. from Clark University (1974) in Worcester, MA. He took subsequent courses in survey sampling at the Survey Research Center at the University of Michigan.
