BVI, 27 September 2016 - Ms. Alva Mc Call has been seconded to the post of Deputy Financial Secretary in the Ministry of Finance.
Ms. Mc Call’s secondment from the Financial Services Commission to the Government of the Virgin Islands is for a period of two years and took effect on September 19. She formerly served the Government of the Virgin Islands in the posts of Deputy Clerk and Clerk with the House of Assembly.
The Deputy Financial Secretary initiates and coordinates the development of policies, plans and programmes for the economic and social development of the Territory. As Deputy Financial Secretary, Ms. Mc Call will advise the Financial Secretary on all matters pertaining to finance and general economic policy.
Ms. Mc Call will ensure legislation under the Ministry of Finance is reviewed and upgraded periodically. She will also assist with the preparation of the Ministry’s Annual Budget, research, analyse and prepare reports, and provide advice on major issues relating to economic and social policy and national development.
Ms. Mc Call’s previous appointment was that of Deputy Director, Policy Research and Statistics at the BVI Financial Services Commission. In this position, she was responsible for assisting with the supervision of the division, providing strategic policy advice and drafting appropriate policy documents for all regulatory divisions.
Ms. Mc Call also assisted with the development of financial services legislation, and researched regulatory and legislative issues that could affect the efficient operation of the Commission and the wider financial services sector.
Ms. Mc Call holds a Master’s degree in Business Administration with a concentration in Finance from Wright State University.
She also obtained a Bachelor of Science degree with distinction from Virginia State University, and holds certificates in legislative drafting and legal writing from the International Law Institute.
