NAME OF PROJECT: Preparation of St. Kitts and Nevis First Biennial Update Report (BUR1)
ASSIGNMENT TITLE: Preparing the National Circumstances for St. Kitts and Nevis BUR1
The overall goals of the project are: (1) enabling St. Kitts and Nevis in preparation and submission of its First Biennial Update Report to the UNFCCC pursuant to its commitment as a non-Annex 1 Party to the Convention; (2) support the mainstreaming and integration of climate change into national and sectoral development plans initiated by and maintaining institutional and technical capacity building as encouraged by the reporting instrument of the UNFCCC; (3) institutionalize data collection, processing, analysis and sharing of the GHG inventory and ensure that climate change mitigation, adaptation, education and public awareness strategies are data driven at all levels. In the long term, the project endeavors to build on existing initiatives oriented to strengthening the existing institutional frameworks and support efforts to minimize the impacts of climate change.
The consultant on National Circumstances and Institutional Arrangement will work in consultation with and under the guidance and supervision of the Project Coordinator and will lead the data collection on national circumstances and institutional arrangement process and draft the National Circumstances and Institutional Arrangement chapter of the BUR1 along with its respective parts of the executive summary. He/she is responsible to provide updated information in national circumstances and other areas required under the UNFCCC as outlined in decision 2/CP.17 paragraphs 39-44 and assess the institutional arrangements and mechanisms for stakeholder engagement in the preparation of the BUR1.
3. DESCRIPTION OF SERVICES, PERIOD OF ASSIGNMENT AND SCOPE OF WORK
Description of the assignment/services:
Hiring the Services of a local Consultant to undertake the assessment of the National Circumstance and prepare the National Circumstances Chapter for St. Kitts and Nevis First Biennial Update Report (BUR1) in fulfillment of the reporting requirement under the United Nations Framework Convention on Climate Change (UNFCCC).
Period of Assignment/Services: October 2019 to March 2020 for the total number of 120 consultancy days. Proposal should be submitted by email to firstname.lastname@example.org and copied to email@example.com no later than August 30, 2019, 16:00 local time.
Scope of Work: Under the supervision of the Project Coordinator the consultant will work in collaboration with the Project Management Unit (PMU) to ensure that deliverables are produced in a timely manner. He/she will work under the guidance of the Director of Environment in the Ministry of Agriculture, Marine Resources, Environment and Human Settlement and the BUR1 National Project Coordinator.
The Consultant will work closely with the PMU to ensure that deliverables are produced in a timely manner according to planned activities.
The responsibilities of Expert on National Circumstances include but not limited to the following:
? Facilitate an inception workshop
? Lead the data collection on national circumstances;
? Organize activities to update of the country’s characteristics in terms of demography, natural resources, geography, climate and education, social and cultural aspects, macroeconomic parameters, employment, income and services as well as the characterization of specific sectors such as water resources, tourism, health, energy, waste, transport and agriculture;
? Identify, analyze and present national development objectives, priorities and circumstances, including the specific needs and concerns arising from the adverse effects of climate change;
? Update information on the relevant institutional capacities to prepare Biennial Update Reports;
? Organize activities to update information on the national circumstances considering all new developments, studies, projects, programs and research developed since the preparation of the SNC;
? Conduct an analysis of the national circumstances that affect country’s ability to mitigate climate change, especially paying attention to new information and data related to those sectors that are the largest contributors to the GHG emissions;
? Collect information on measures aimed at integrating climate change into socio-economic and environmental policies in the Federation;
? Incorporate comments received from the review process;
? Ensure the timely and effective management of the activities as scheduled;
? Draft the National circumstances chapter of the BUR1 along with the respective part of the executive summary.
? The Project Management Unit will assist him/her in secretarial works including the organization of the training workshop/s, coordinate relevant meetings and assist in the publishing of reports.
? The Consultant shall report to the Director of Department of Environment and the National Project Coordinator.
Note: The data compiled by the Consultant shall become the property of the Government of St. Kitts and Nevis.

1. TENTATIVE WORKPLAN AND TIME FRAME
The consultancy will cover contract period 120 days spanned from date of award of contract up to March 2020. The selection of the Consultant for the project shall be based on a Quality and Cost method and eventually appointed on a lump sum fee basis. The consultant will prepare a work plan soon after the contract is signed and submit it within a week.
7. EXPERIENCE AND QUALIFICATIONS
An advanced degree in environmental or economic sciences or another field relevant to the project
? A minimum of 5 years of working experience in the relevant area, mainly related to conduction of desk studies and assessments on national circumstances and institutional arrangements;
? Substantial involvement in the preparation of the National Communications or other development programs is highly preferred;
? Demonstrated ability of analytical and drafting work;
? Familiarity with computers and computer software;
? Strong command of English is required.
a. Ability to work with a wide variety of people from governments, agencies, nongovernmental organizations, and research institutions;
b. Ability to facilitate workshops with different stakeholders;
c. Highly motivated, enthusiastic, and capable of working independently; and
d. IT literate and good knowledge of numerical analysis scheme.

If any of the above-mentioned documents is missing the DOE holds the right to reject the respective proposal altogether.
The reports shall be written in English language.
The consultant will report against deliverables and in accordance with the deadlines, to the Project Team as well as to the Project Coordinator and DOE.
Monitoring and progress control will be conducted by the Project Management Unit (PMU) in consultation with the Director of Environment. Format and deadlines will be done in accordance with the deliverables shown in TOR.
